Proposals

You can expect to spend 60 to 80 hours crafting, revising, and submitting a Phase I or II proposal.

It’s also important to realize the SBIR program is a highly competitive program. On average, every 1 in 6 proposals receives funding—and companies have to work hard to win Phase I and II awards. Reviews are rigorous and based on scientific, technical, and commercial merit.

Most proposals will include the following sections:

  • Identification and significance of the problem
  • Phase I technical objectives
  • Phase I work plan
  • Related work
  • Relationship with future R&D
  • Commercialization strategy
  • Key personnel
  • Facilities or Equipment
  • Subcontractor and consultant involvement
  • Prior, current or pending support of similar proposals or awards
